3 new judges sworn in

DuPage County’s three newest judges were sworn in Thursday morning during at ceremony at the county courthouse in Wheaton.

Neal Cerne, Peter Ostling and Richard Russo will take the bench as associate judges of the 18th Judicial Circuit, which is made up entirely of DuPage County.

Cerne received his undergraduate degree in 1983 from Northwestern University and a master of business administration in 1985 from the University of Illinois at Urbana-Champaign. He earned his law degree in 1988 from Loyola University Chicago and has been affiliated with the Wheaton law firm of Cerne & McSwain.

Ostling received his undergraduate degree in 1981 from Valparaiso University and a master of divinity degree in 2001 from Northern Seminary in Lombard. He earned his law degree in 1984 from the University of Illinois at Urbana-Champaign and has been engaged in solo practice in Elmhurst.

Russo received his undergraduate degree in 1974 from DePaul University and his law degree in 1978 from The John Marshall Law School in Chicago. He has his own law firm in Wheaton.

In addition to nearly every DuPage judge, those in attendance at the ceremony included County Board Chairman Robert Schillerstorm, State’s Attorney Joe Birkett and Circuit Court Clerk Chris Kachiroubas, who administered the judges’ oath.
