Bartlett’s new agreement with Allied Waste could show a 5 percent increase in recycling with the addition of recycling toters, village staff said.
“Most residents use two bins (to recycle),” said village administrator Valerie Salmons at Bartlett’s Committee of the Whole meeting Nov. 3. “The toter will fit in the garage more readily than two bins, and they can wheel it out now.”
The village’s three-year agreement with Allied Waste for refuse, recycling and yard waste collection is due to expire Dec. 3. Five waste haulers attended the mandatory preproposal meeting Sept. 30, but only two companies submitted proposals. These companies were Allied Waste and Waste Management. Allied Waste emerged as the front runner because of its reduced prices and one-day pickup. The term of the new agreement would be for three years with a two-year renewal option.
With the price of $19.70 for single family homes, $17.73 for multi-family homes and $10.63 for multi-family centralized homes, these numbers represent a decrease in cost between 1.4, 1.5 and 2.5 percent respectively from 2009 to 2010.
“(Allied Waste) made their program cheaper to residents and that speaks volumes in these times and economy,” Trustee Dennis M. Nolan said at the meeting.
Included in these prices is a 65-gallon recycling toter for each household that receives curbside collection. According to village staff, these toters will reduce complaints for stray recyclables on windy days and make it easier to transport materials to the curb. Smaller toters also will be available to senior citizens and heads of the household with disabilities.
These prices, however, do not include yard-waste collection, which also was discussed at the Nov. 3 meeting.
Trustee Sherry Bormann said she thinks the village should include the yard-waste pickup.
“We shouldn’t penalize those who do their own yard work,” she said.
Yet Trustee Frank Napolitano said the only way to get cost down is to not include yard waste. Instead, the village would maintain its current program and sell waste bags for $2.75 each.
Steve Bosco, the assistant to the village administrator, said a draft contract with Allied Waste will be proposed to the board at its next meeting Tuesday. The board then will vote on a decision.
