ABOUT THE RESPONSES

In September, we asked candidates in contested races to answer some questions about themselves and their platforms. Some responses may have been edited for spelling and length.

Mayor
Alex Bojovic
Position sought: Mayor, City of Berwyn
Hometown: Berwyn
Age: 47
Family: Married, daughters Alexandrea, Liza, and son Christopher. Granddaughter Clarissa
Educational background: Emerson School and Morton West High School
Occupation: Director of public works, Village of Lyons
Party affiliation: Independent
Previously held elected offices: 2nd Ward Alderman 1997-2005 and Berwyn Park District Commissioner 1995-1997
What other applicable experience do you have? I have been the director of public works for eight years in the village of Lyons, supervisor for the city of Berwyn forestry department, supervisor for the village of Oak Park sanitation department, and supervisor of Berwyn Recreation Buildings and Grounds Department. I hold certification in multiple areas including Urban Forestry, Snow and Ice Control, and Street Maintenance. I have also been formally trained by the city of Chicago’s forestry department. I have been publicly praised for fighting corruption in Berwyn by Cook County commissioners and the United States Attorney’s office.
Why do you believe that voters should select you? I believe the residents of Berwyn deserve a leader to bring open and honest government to their community. I’m the only candidate that has a proven record of being honest and has integrity. The people of Berwyn don’t need to hear from their elected officials only during election time. They need a leader who is there for them always. I have a great deal of experience and knowledge in regard to Berwyn, its residents and the political system. I am ready, willing, and able to serve and to lead the city of Berwyn in a manner that is worthy of the fine people that live here. I regard public service to be a privilege. It can no longer be about power, glamour, name recognition and personal gain. Public service is about dedication to the overall good of others in an effective, intelligent and responsible approach. It is my great hope that I can bring such service to the city of Berwyn.

Anthony Castrogiovanni
Position sought: Mayor, City of Berwyn
Hometown: Berwyn
Age: 47 - will be 48 this June 11
Family: Single, no children
Educational background: B.S.; Bradley University; M.D.; University of Illinois - Peoria College of Medicine; AS; Emergency Medical Sciences - Loop College; 600 hours police certification - Chicago; 440 hours police certification - Cook County
Occupation: Law enforcement - retired
Party affiliation: Republican
Previously held elected offices: Committeeman, Berwyn Township 2002-06; Committeeman, Berwyn Township 2006-present
What other applicable experience do you have? I have worked in government (in both the medical and law enforcement fields) since returning to Chicago after college. I have served in supervisory positions which demand focus, leadership, diplomacy and discipline. I have handled multi-million dollar budgets; negotiated affordable contracts with service providers without loss of service to the public; negotiated with unions and worked out amicable contracts which protected the workers, made the employer a better steward of government resources, and saved the public trust. I currently hold the appointed position of Executive Vice-Chairman of the Cook County Republican Party — a position held under two County Chairmen. I am respected for my level-headed, commonsense approach to resolving issues. I have built coalitions and have created networks of individuals of varied expertise, which will work extremely well and efficient here in Berwyn.
Why do you believe that voters should select you? I am the only candidate that is truly “independent,” in that I have not taken money from any city vendors or Berwyn businesses. I do not owe any favors to anybody, political or personal. This city has been dominated by a one-Party rule for over 40 years and business-as-usual. The other candidates in this race are all looking for their golden egg. Berwyn is in dire straights financially, economically and socially. Berwyn needs a man with a vision and a plan to carry Berwyn forward. That man is me. No hype ... no ego. Just one agenda: restore Berwyn to a safe, crime-free, vibrant, prosperous community once again. Tough times require tough actions. I am not about to run away from the problems that face this community. My administration will be on track and moving forward within 3 months of taking office. You can bank on that!

Michael A. O’Connor
Position sought: Mayor, City of Berwyn
Hometown: Berwyn
Age: 53
Family: Kathy, wife; Michael Jr., son; Joseph, son; John, son; Christine, daughter
Educational background: Associate’s Degree, Morton College
Occupation: Mayor, City of Berwyn
Party affiliation: The Independent Voters of Berwyn
Previously held elected offices: Alderman, 1st Ward, City of Berwyn, 1993-2001; Mayor, City of Berwyn, 2005-present
What other applicable experience do you have? I’ve served as Mayor of Berwyn since 2005, and from 1993 to 2001, I served as 1st Ward Alderman. I lived most of my life in Berwyn, raised my four children here, and I’ve been a coach and volunteer for many organizations. I am very proud of my accomplishments as mayor. In just four years, we have made great strides in improving the quality of life in our community and reforming City Hall. In 1993 and in 1997, I ran as a Democrat and was elected 1st Ward Alderman. In 1999, I founded the Independent Voters of Berwyn because I learned first-hand how dysfunctional our city government was, and I wanted to take it to a better place — a place without corruption. I ran for mayor in 2001 and lost by 261 votes. Because of my commitment to our cause, I started a newspaper — The Berwyn Independent — to keep residents informed. In 2005 I was elected by an overwhelming majority of voters who, like me, were tired of business-as-usual at City Hall. As chairman of our organization, I represent a group that includes Democrats, Republicans, Greens and Independents. We stand for an issue that is bigger than partisan politics: Good, responsive government. I am proud of the slate of candidates we have brought together on the April 7 ballot because I know we will always put our residents and the City of Berwyn first.
Why do you believe that voters should select you? In 2005, we set to work on reversing years of bad practices to build a better Berwyn. It started with completing delinquent financial audits and cleaning up bad bookkeeping. We even uncovered $5 million in over-billing by the City of Chicago and Waste Management. With Police Chief William Kushner and the city’s first-ever human resources director, we’ve professionalized our city departments. We added 14 police officers, started an anti-gang unit and cracked down on illegal apartments. Despite the economic downturn, we brought in $60 million in construction and development, including the Senior Center & 16th St. Theater and the Depot Parking Garage. We secured over $12 million in grants, and the city is already set to receive $1.5 million in federal stimulus dollars. I am proud of my record. I’m asking for your vote because we are going in the right direction and we must “Keep Berwyn Moving Forward.”

Treasurer
Joseph Kroc
Position sought: Treasurer
Hometown: Berwyn
Age: 29
Family: Deborah Kroc, Mother, 52; Joseph Kroc, Father, 55; Jill Kroc, Sister, 27; Jeff Kroc, Brother, 24
Educational background: B.S. in Finance, University of Illinois at Urbana-Champaign
Occupation: Commercial Banker
Party affiliation: Democratic Citizens of Berwyn
Previously held elected offices: None
What other applicable experience do you have? I have many years of financial and credit analysis experience, and I currently serve as the Assistant Vice President of a $1.4 billion commercial bank. I manage a portfolio exceeding $50 million, and as an officer of the bank I have worked with hundreds of businesses, real estate investors and developers, not-for-profit organizations and municipalities. I have extensive experience in analyzing financial statements, audits, tax returns and budgets. I am a lifelong resident of Berwyn, and I attended both St. Leonard School and Morton West High School. My coursework at the University of Illinois, from which I graduated with honors, included high-level classes in finance, accounting, economics, mathematics and business. I have volunteered with many different organizations over the years. I am the past Treasurer and Finance Committee Chairman of the Pav YMCA Board of Directors, and I currently serve as the not-for-profit organization’s First Vice President. The Pav YMCA has a budget of $2.5 million and raises approximately $100,000 in scholarships on an annual basis. I am a founding member and Charter President of the Berwyn Jaycees, an organization that focuses on community involvement and leadership development. The not-for-profit organization runs many projects that directly benefit Berwyn. I am a member of the Berwyn Development Corporation, and throughout my banking career I have served on various boards, committees and task forces for numerous chambers of commerce in the Chicago area. I have volunteered at Berwyn’s Oktoberfest, Houby Festival, and Roosevelt Road Street Fair. I have achieved the rank of Eagle Scout from St. Leonard’s Boy Scout Troop 32 and went on to volunteer there as an Assistant Scoutmaster as an adult.
Why do you believe that voters should select you? My financial background and my commitment to Berwyn, which I have demonstrated through my volunteer work, makes me the best candidate for the office of Treasurer. I will turn the position of Treasurer into a more proactive one that will work much harder to serve Berwyn’s taxpayers. I will use my financial analysis and budget experience to work closely and regularly with the Finance Director on budgetary issues and to eliminate non-essential expenses so more revenue can be devoted to City services or used to reduce taxes. I will aggressively seek to have no-bid contracts competitively bid out going forward. I will help the City pursue specific grants. I will audit all banks in Berwyn to determine how much money they are investing in the City, pursuant to the Community Reinvestment Act. Finally, I will invest the taxpayers’ funds with three goals in mind: safety, liquidity, and rate of return.

Gerard (Gary) J. Pater
Position sought: Berwyn City Treasurer
Hometown: Berwyn
Age: 53
Family: Declined to answer
Educational background: Bachelor of Science in Accounting, University of Illinois

I also serve on the Berwyn Emergency Telephone System (911) Board, the Berwyn Police Pension Board and the Berwyn Fire Pension Board.
Why do you believe that voters should select you? If I speak only of reforms to financial aspects of the City, during our first term of office we have brought Berwyn into the 21st Century by cleaning up the City’s disastrous bookkeeping, balancing a few dozen unreconciled bank accounts, overseeing way-overdue audits, bringing in new auditors, revamping Berwyn’s financial reporting, hiring Berwyn’s first professional Finance Director, and all the while, holding the line on taxes. A direct result of getting our financial records up to date is that the City’s Bond Rating has improved, resulting in lower debt costs. We determined that Berwyn’s prior administration had overpaid the City of Chicago for Water & Sewer Services in the amount of $4.7 Million, and we were successful in getting this money refunded. I will continue to work to preserve the transparency of the City’s books and records and to assure that all reporting requirements are completed in a timely fashion.

The taxpayers rely on me to do my job to the best of my ability, so that their tomorrows will always be better then their yesterdays, and their City will never fall into the hands of gangs, blight or illegal overcrowding. I have lived my entire life in the First Ward and am proud of how we have progressed during the past eight years with new businesses opening on Windsor and Stanley Avenues, the new parking facility under construction and the multiple Depot District functions taking place throughout the year. I have installed speed humps, stop signs, school safety cameras, bike racks, and several new alleys. I have waged war on the rat infestation and dogged the Burlington Northern Railroad to enhance the freight terminal fence by upgrading a blighted fence to an $80,000 wooden fence at no cost to the city. What other applicable experience do you have? As the Executive Director of HACIA, a leading construction trade association, I gained important leadership and management experience that will serve me well as a steward for Berwyn. At HACIA, I fought and advocated for our members using all facets of community organizing skills. I managed a staff of ten, juggled more than 250 active member groups (including the Berwyn Development Corporation) and oversaw a budget in the low seven figures. As an architect I am a trained problem solver, which will also serve me well as alderman. I am very familiar with the specific needs of homeowners and businesses, and the many different variables that impact the municipality such as zoning, construction and infrastructure. There is no learning curve for me on all these vitally important issues. My most important applicable experience, however, is as a father and homeowner. I have learned the value of both compromise and firmness with my son and fiancee, and we are all deeply invested in the community as a family.
Why do you believe that voters should select you? The voters of Berwyn’s 5th Ward should select me because I am the most committed, most experienced and most qualified candidate. I have already begun to receive a great many residents’ opinions, concerns and feedback and they already use me as an advocate, representative and liaison to city government. I have already begun to address the frightful lack of communication to residents in the 5th Ward -- by bringing graffiti, sewer backups and other quality-of-life issues to the attention of appropriate departments. I have already begun to develop positive working relationships with elected officials, government agencies and business leaders. I am not waiting for election day, but am doing this important work now because it is what I want to do. My most important contribution as alderman, however, will be to help end the political stalemate and long-simmering bickering in city hall. As an independent, I believe I have the temperament to be a consensus builder and truly reasonable voice that will help Berwyn make major progress.

Why do you believe that voters should select you? As the past Berwyn Trustee of Township 39, I have the necessary experience and leadership skills for Township Government. Serving nearly two years on Township 39 Board of Trustees, I have work very hard to assure financial integrity and accountability of our tax dollars. Position sought: Berwyn District 100 Board of Education
Hometown: Berwyn
Age: 42
Family: Susan, spouse, 37; Josh, son, 6 years-old; Matt, son, 4 years-old; Nate, son, 1.5 years-old
Educational background: Bachelor of Science, Loyola University Chicago; Ph.D in Developmental Psychology, Loyola University Chicago
Occupation: Marketing Research
Party affiliation: no party affiliation
Previously held elected offices: none
What other applicable experience do you have? I have a Ph.D. in Developmental Psychology. This experience helps in terms of understanding the developmental needs of children, the best ways that children learn, and – especially important in these days more than ever – standardized testing. But despite my doctorate, I am a “regular guy”. I grew up in Oak Forest, IL and come from a blue-collar background. I was the first person in my family to even go to college – let alone get an advanced degree. During the day, I am a Vice President at a major marketing research firm. In this role, I help manage a business of over 40 million dollars per year. There are many qualities crucial to this role that I believe are important qualifications for a board member: 1. Fiscal responsibility, and management, is crucial. 2. Working with, and respecting the opinions of others, is crucial. 3. Respecting what already works well and being able to identify how to bring positive change – is crucial. 4. And Listening – to my colleagues and clients – is crucial. These are the qualities and experience that I can bring to District 100. My other passions include the Arts and community service. Ample research has shown that children involved in the Arts do better – and stay longer – in school. And community service will be key. In these times of tight budgets, I will work with the board to help identify new ways that we can engage parents, businesses and the broader Berwyn community.
Why do you believe that voters should select you? I have extensive experience in both child development and business management. These are qualities that are complementary to the current Board, will help bring fresh perspectives, and will help strengthen our schools. In terms of an agenda – mine is simple. It’s about the quality of education for all students in District 100. At the end of the day, I want District 100 to be the best in the area. Schools that are the envy of neighboring communities. Schools that make young families want to live in Berwyn. Schools that eliminate the household debate about private versus public education. Schools that provide our children with a solid foundation that sets them up for success in the future.

What other applicable experience do you have? I am currently on the board for Berwyn C.A.R.E.S. (Citizens Aligned to Renew Education for Students). I’ve helped with translating the organization’s outreach material, volunteered during C.A.R.E.S. events, and, represented the organization at functions. I also served two terms on the Executive Board for the Berwyn Hispanic Organization (BHO) as the Community Relations Director, responsible for promoting the organization. Other experience has come through Junior Achievement, where I served as an instructor for the “Dollars and $ense” 2nd & 3rd Grade program, the Science Career Mentor Program supporting high school students at West Chicago, and, in the Morton High School Career Day events as a presenter. Within the Berwyn Elementary School Districts, I have participated in school PTA and District Board Meetings. I actively participate in the District 100 Bilingual Advisory Committee meetings. Finally, I’m been a past volunteer for the Art Talks and Room Parent programs at Emerson Elementary.
Why do you believe that voters should select you? Improved State Test Scores, Reduced Elementary Class Size, Funding Reform continue to be big issues for Berwyn schools. But I believe that the most important task for District 98 & 100 is to engage Latino parents and community members to actively participate in and support our School PTA and District Board meetings and functions. The District 100 make up now consists of 73.5% Hispanic students. That directly speaks to the changing demographics of our community. However, the District has been slow in proactively catering to its large Hispanic population. After a four-month lapse, the District’s “Did You Know?” newsletter just recently returned as the only district-wide bilingual source of information for parents & residents ... I believe we all are hoping to keep Berwyn as a vibrant community which continues to attract young families for the long term. The need to keep our schools competitive and safe is undoubtedly a deciding factor in our success. As a 17-year Berwyn resident, bilingual parent and community volunteer, I believe that I am truly vested in this community and that as a District 100 Board Member I can directly affect our long term success.

Why do you believe that voters should select you? I have proudly served on the School Board for eight years. In that time, we as a Board and as a District have accomplished incredible feats. To name a few - we’ve opened two middle schools, hired new superintendents, raised test scores, have had schools nationally recognized for outstanding performance, been fiscally responsible and have always put children first. As a tax payer, I try to ensure we spend were we need to spend, save where we can and justify expenses. As a mother, I want the best for every child that enters our buildings. And as an avid volunteer, I want to continue to encourage our community to take ownership in our schools and the future of our students. I have a full understanding of the responsibilities and time requirements necessary to fulfill the position of Board Member. Why do you believe that voters should select you? I am a 24-year resident of Berwyn. I believe education is our most important issue. People move out of our community because of their perception that their children will not get a good education. I believe the 3 biggest challenges facing District 201 are trust, finances and academics People do not trust the district because of their perception of political hiring and cronyism. The district is running a $5 million deficit and runs out of money in 7 years; Students are passed just to get them through the system. Here are some things I would change: 1. Trust – a. No political hiring or favoritism b. Bidding of ALL contracts c. Public reading of all bids and contracts 2. Academics – a. Longer school day b. Extra class per year c. Stop passing failing students d. Magnet schools 3. Finances – a. Freeze pay scales b. Outsourcing c. Balance the books
