Strategic plans for village will be updated on Web site

Glen Ellyn will keep residents informed on its strategic plan with monthly progress updates on the village’s Web site, officials said.
Approved by the Village Board in January, the plan outlines the board’s top 20 priorities for officials to pursue in the next two years, Village Manager Steve Jones said. The plan identifies villagewide goals, and is separate from Glen Ellyn’s downtown strategic plan, which was approved in October.
Every two years, village officials and management team members participate in a strategic planning process. This process results in an ambitious list of initiatives that are further honed to reflect the top priorities of the village president and trustees.
In the past, this planning process always has been worked out internally, Jones said. This time, however, the village posted the goals online to provide transparency and education and to solicit feedback and engagement from the community.
“I think Glen Ellyn has done a good job of being transparent over the years, but we can always improve,” Trustee Peter Ladesic said. “I think it’s paramount that we be transparent with our taxpayers when we’re spending their money.”
One of Ladesic’s top goals within the list is to pursue more economic development initiatives in the village.
“I think we’ve failed in that in the past ... in really effectively pursing economic development,” Ladesic said.


The top goals are:

  • Promote and seek public commitment toward implementation of the strategic plan.
  • Target areas for redevelopment.
  • Increase transparency.
  • Consolidate long-term capital plans into a single document.
  • Demonstrate a commitment to ethics.
  • Implement the downtown strategic plan.
  • Develop a marketing plan for aggressive development.
  • Resolve long-term funding challenges.
  • Ensure long-term viability of the Glen Ellyn Fire Co.
  • Improve gateways to downtown Glen Ellyn.
  • Determine downtown organizational structure that will provide accountability and results.
  • Reach consensus on what is considered a “core service” in Glen Ellyn.
  • Complete Emergency Operations Plan and conduct bi-annual simulation exercise.
  • Restore trust, ethics and credibility in village government.
  • Monitor spending closely this year (2009-10).
  • Complete Phase 1 study for Downtown Strategic Plan.
  • Focus upon funding issues involving local pension and legislative actions.
  • Establish a policy for growth and redevelopment to attract developers in a strategic way.
  • Work to adopt special service areas for fire and emergency medical services.
  • Study other local taxing bodies to seek opportunities for efficiencies.
