The Downers Grove Park Board will develop another new pool committee, but only after an aquatic site or sites are disclosed publicly.
That motion, prepared by Commissioner Cathy Mahoney, narrowly passed 3-2 during Thursday’s Park Board meeting.
Mahoney said the board will continue to examine potential locations as they arise, but following a timeline for choosing sites is not practical.
“I understand that’s the frustrating part. I don’t think setting a time frame is realistic. If we are actively aware and interested in hearing about all different things then we are hearing about anything out there,” Mahoney said. “That is the best we can do.”
Commissioners Art Jaros and Kathryn Engel-Accettura voted against the motion.
“I hate to prolong this by saying we need a site first,” Engel-Accettura said. “I think it’s critical that we have input from the community and a committee as we are choosing the site. That would be one of the top things the committee would be charged with.”
President Bob Gelwicks disagreed, and said in this situation the board should identify the site or sites because they might need to be discussed in executive session, due to litigation and land acquisition.
“I have a problem with making a committee make that decision,” Gelwicks said. “I think they can provide input once we have sites, but I can’t delegate the responsibility.”
Jaros prepared his own motion, which closely follows the approach of the 2001-02 pool committee, updated with developments over the years. Jaros said he would agree with Mahoney’s motion if it explained how the board will pick a site.
“The committee has plenty of work to do, and it can function without having a final site picked by this board,” Jaros said. “I’m troubled by what it would take for this board to get to the point of picking a site.”
Mahoney said in speaking with some of the 2001-02 pool committee members, she found their problem was a lack of a site to work with during their discussion.
“My purpose is not to delay or deprive anyone from getting information. It’s just the opposite,” Mahoney said. “The purpose of my motion is to have as much public information as possible. The only way to do that is to eliminate any executive session information and any confidentiality.”
