Pedestrian dies after Lake in the Hills police sergeant, Hebron trustee accused of DUI

Hebron village president candidate faces charges in Lake Geneva incident

A Lake Geneva, Wisconsin, woman who authorities said was struck by an intoxicated Lake in the Hills police sergeant and Hebron trustee has died.

Samantha Norris, 29, died just before noon Thursday, Lake Geneva police Lt. Ed Gritzner said. Any upgraded or additional charges are pending further investigation and evidence analysis, he said.

Mogan, 49, of Hebron was arrested by Lake Geneva police this week and charged with injury by intoxicated use of a vehicle, police said. Mogan allegedly drove intoxicated about 5:20 p.m. Tuesday and struck Norris, who was crossing the road at Edwards Boulevard and State Highway 120 in Lake Geneva.

The woman was transported in critical condition to Froedtert Hospital in Wauwatosa, where she died days later.

Mogan was taken to Walworth County Jail, but has since been released after posting $5,000 bond, Gritzner said. He is expected to appear in court Jan. 18 in Wisconsin.

Mogan, who has been with the Lake in the Hills Police Department for about 23 years, was placed on administrative leave pending an investigation. He also recently filed to run for Hebron village president in the April 4 consolidated election against John Jacobson, who faces gun and drug charges after his most recent arrest.
