St. Charles aldermen to review video gaming ordinance draft

ST. CHARLES – The majority of St. Charles aldermen Monday decided the issue of whether to allow video gaming in the city needs “a straight up or down” vote.

The aldermen voted, 6-3, to direct staff to draft an ordinance to allow video gaming in St. Charles with specific conditions. The vote took place at the city’s Government Operations Committee meeting, with Aldermen Ron Silkaitis of Ward 1, Rita Payleitner of Ward 2 and Maureen Lewis of Ward 5 voting against the motion.

Ward 4 Alderman Bill Turner proposed the ordinance only allow video gaming in fraternal organizations and restaurants and bars that are in good standing with the city’s Liquor Control Commission.

Turner also requested a five-year time limit on the ordinance so the St. Charles City Council can revisit the ordinance for reauthorization.

“I think our citizens and businesses deserve a straight up and down vote,” Turner said.

Turner said the residents in his ward are indifferent about the video gaming issue and have concerns about government and its control.

Payleitner continued to oppose the idea of video gaming in St. Charles, citing its social and economic costs.

“My point is, [under video gaming] we’re benefiting from people’s losses,” Payleitner said.

As of Monday night, city staff plans to have a video gaming ordinance draft for the aldermen to review at the next Government Operations Committee meeting Sept. 8, City Administrator Mark Koenen said.
