Village of Westmont to create informational stormwater video

WESTMONT – The Village of Westmont is preparing a video to help residents better understand the stormwater utility issue.

The video – which could be available to watch by Friday on the village's YouTube channel and the local TV station – will synthesize and explain the stormwater issue facing the community and a stormwater utility proposal drafted by a consulting firm and village citizen stakeholder group.

The information is intense – there is a lot to it," Westmont Communications Director Larry McIntyre said. "As a result, staff has been asked to develop a video to streamline the information for public consumption. That will hopefully inform residents about the next steps regarding the stormwater utility."

On July 8, residents and the board listened to a 45-minute presentation from AMEC, the consulting firm hired by the village to help develop a stormwater utility proposal. The presentation came after four Westmont Citizens Stormwater Stakeholders Group held this past spring to provide input for the utility proposal.

A stormwater utility would directly charge property owners to pay for stormwater sewer projects. Previously, those projects — such as replacing a stormwater detention basin — were funded by the village through taxes.

Under the proposed stormwater program, all current operations and maintenance services would increase by 30 percent. This includes storm sewers, inlest and catch basins, street sweeping, detention basins, ditches, outsources park services and roadway resurfacing. Additionally, two full time staff members would be hired.

The proposed projects would cost about $1.6 million annually, and would be funded with a monthly stormwater utility fee levied on all property owners – including property owning nonprofits, which are exempt from property taxes.

The stormwater utility proposal will appear as an agenda item during the July 24 Westmont Village Board meeting. If approved by the board, it will then be determined whether it should appear as a referendum question on the November ballot or April ballot.
