DOWNERS GROVE – Downers Grove commissioners voted to give salary raises to Village Manager David Fieldman and Village Attorney Enza Petrarca at the regular meeting Tuesday.
Both raises followed performance reviews earlier this month.
The council voted 5-1 for Fieldman's raise, with Commissioner David Olsen absent and Commissioner Bob Barnett voting against. Olsen was out of town on a business, and in a statement read by Mayor Martin Tully, voiced his support for both Fieldman's and Petrarca's raises. The council voted 6-0 for Petrarca's raise. Both employees serve at the will of the council.
Barnett said his "no" vote was not related to Fieldman's performance or value to the village.
"This contract change tonight is not only a change in actual contracted amountbut it's a change in philosophy about how we evaluate and decide on what that amount should be on an annual basis," he said. "And it's that change with which I take exception."
Several commissioners praised Fieldman's and Petrarca work and dedication.
"I think we do try to do our best to not only make sure that the two employees that report directly to us, and are the leaders of our organization, are compensated in comparable fairness with their peers in comparable communities, and [are] also recognized for their exceptional performance," Tully said. "I think that's what we try to do and I think that's what we've achieved with these two agreements."
In both agreements, the vehicle allowance section of their previous contract is removed and that amount is added to their salaries.
For Fieldman, his 2013 salary is retroactively raised to $173,200. Fieldman's new salary, after deleting the vehicle allowance, adding it to the new 2013 salary and adding 5.5 percent for 2014, is $186,200.
That amounts to an increase of $23,000 over his 2013 salary of $163,200.Petrarca's salary, after deleting the vehicle allowance section, adding it to her 2013 salary and adding 5 percent for 2014, is now $143,616. It's an increase of about $6,838 over her salary last year of $136,778.
Last year, the village council awarded Fieldman a 2 percent raise of $3,000 along with a $10,000 bonus in March.
It also awarded Petrarca with a 3 percent bump last year.
The council also gave Fieldman a $15,000 raise and $10,000 bonus in April 2012.
