Village to spend $2.8M on extensive road work

GLEN ELLYN – The village will spend nearly $3 million on road improvements after trustees voted to approve a $2.8 million contract for a construction company, as well as a downtown streetscape and parking study, at the May 28 Glen Ellyn Village Board meeting.

The $2.79 million contract was awarded to Swallow Construction, Inc., of Downers Grove, for the village's Oak-Euclid-Forest-Alley Improvements Project.

This is the first of two street improvement projects to be completed in 2013, said Village Engineer Bob Minix.

The project includes performing underground improvements and rehabilitating 1.1 miles of road on Oak Street between Western Avenue and Main Street, Euclid Avenue between Hawthorne Boulevard and Oak Street, Forest Avenue between Maple and Oak streets, and the north-south alley between Oak and Elm streets, east of Western Avenue, according to village records.

Underground work will include storm sewer, sanitary sewer and water main improvements, including the lining of the water main on Oak Street, Minix said.

Rehabilitation work will include resurfacing Oak Street and reconstructing Euclid and Forest avenues and the alley, which will receive a significant drainage improvement as well, Minix said. The project includes a proposed new sidewalk on the south side of Oak Street.

After receiving six bids for the project May 22, the village chose Swallow Construction after the company submitted the lowest bid.

Construction will begin in June and finish by Nov. 1.

The streetscape study was adopted through the board's vote, but is a conceptual plan and does not bind the village to follow any of its outlined options, instead serving as a guide for future village use.

Aspects of the study include consistent streetscape elements, mid-block crossings, portable outdoor dining, sustainable landscaping, site furnishings, streetlight standards and key intersection, alleyscape and Prairie Path improvements.

The study could be used to set standards for future large developments or to pilot certain options, such as the suggested streetscape improvements, to see how they look, Village Manager Mark Franz said. It could be incorporated in future discussions when the village is ready to improve downtown streets as part of its capital plan as well.
