Downers Grove council to vote on dumpster enclosure downtown, weigh changes to liquor code

DOWNERS GROVE – The Downers Grove Village Council will vote Tuesday night on a possible solution to a garbage-overflow problem at a downtown corner.
If approved, the village will build a dumpster enclosure at the northwest corner of the downtown commuter parking deck, fixing what village officials said has been an ongoing eyesore for several years.
The project had its first reading at the April 16 council meeting.
Several businesses dump their garbage at the corner, and on the worst days garbage is piled on and around the dumpsters and grease containers, according to Deputy Village Manager Michael Baker.
The $62,523 project would build a concrete and brick rectangular structure to house the dumpsters, grease bins and new recycling containers. It would have a locked, steel gate.
Once built, the structure would be maintained by Downtown Downers Grove, Inc.
Village officials said the project has been in progress for years.
Other items up for vote at the 7 p.m. meeting include a proposal for an intergovernmental agreement between Downers Grove and the Downers Grove Sanitary District that would allow for sanitary-related calls received outside of normal business hours to be answered initially by village staff in the Village Operations Center.
The average call volume is about 71 calls per month, including requests for emergency response due to sanitary back-up, in addition to non-emergency calls for administrative matters. Non-emergency calls would be forwarded to a mailbox that Sanitary District employees would check during normal business hours, according to village documents.
The council will also vote whether to switch to MC Squared Energy Services as its electricity supplier at revenue-generating municipal facilities. The three-year contract with MC Squared would save the village about $11,000 annually compared to its current provider, Champion Energy. The village's revenue-generating facilities – including the parking deck, train station and rental properties – do not get free electricity from ComEd.
Two changes to the liquor code will also have first readings Tuesday night.
The first amendment to the liquor code would allow entertainment or restaurant facilities seeking Class E liquor licenses to offer recreational activities like beach volleyball, bags or bowling, according to village documents.
Businesses whose primary purpose is recreational activities and want to serve alcohol can currently apply for a Class REC liquor license.
One business in the village, Rita's Roadhouse, has the only available Class E license.
The second item for first reading would require liquor license holders to obtain written approval from the village if they want to make changes to their establishment's floor plan, theme, business plan or marketing, according to village documents.
The amendment would also remove a grace period regarding certified training for employees that serve liquor. Instead, all employees who serve alcohol would be required to be certified upon hiring.
Other items up for a first reading Tuesday night include:
• A motion to award a contract to Patnick Construction, Inc. for a new water main at Drendel Road for $639,340. Residents at the location currently receive their water from wells.
• A motion to award a contract to A Lamp Concrete Contractors, Inc. for the 2013 new sidewalk installation program and right-of-way accessibility improvements for $569,860. The project would add sidewalks to 11 streets and improve right-of-way access at three locations.
• A special use ordinance for a car wash and repair shop at 946 Ogden Ave.
