Glen Ellyn Village Board approves 22-lot Amber Ridge subdivision
GLEN ELLYN – After much discussion, the Glen Ellyn Village Board unanimously approved a 22-lot subdivision to be built at 760 Sheehan Ave. near Route 53 in Glen Ellyn during its meeting Monday.
Developer K. Hovnanian Homes originally proposed a 23-lot option for the Amber Ridge subdivision, which was recommended to the Village Board by the village’s Plan Commission. However, at the April 15 board meeting, board members expressed concerns that the proposed subdivision would be too dense.
On Monday, K. Hovnanian Homes instead brought forward a 22-lot proposal but also expressed they would be comfortable with a 23- or 15-lot option as well.
The 15-lot option was favored by neighbors in the area and would have provided a better economic return for the developer. But it would also have required 15 curb cuts to be installed along Sheehan Avenue across from Glen Crest Middle School, creating a safety concern for drivers seeking to back out of driveways and the middle school parking spaces directly across from them.
Neighbors were in favor of the 15-lot option because it would not require the dead end at Montclair Avenue to be extended to connect to Sheehan Avenue, bringing more vehicular traffic into the surrounding neighborhoods.
It also wouldn’t require the approval of any variances from village code, one of the reasons Village President Mark Pfefferman also spoke in favor of that plan, saying he didn’t see a significant reason why the development required variances.
However, the 15-lot plan was not in front of the board for a vote since it had not been formally submitted to village staff.
Based on one variance granted to the 22-lot subdivision, seven of the lots may have a 25-percent lot coverage ratio or 2,500 square-foot lot coverage, whichever is less, as opposed to the typical 20-percent village requirement.
However, village trustees ultimately voted to approve the 22-lot proposal, calling it a compromise from the 23-lot option, without the safety concerns caused by building a subdivision with 15 homes facing Sheehan Avenue.
The subdivision construction, as well as the sale of the homes, is expected to take between 18 and 36 months, a timeline that Jon Isherwood of K. Hovnanian Homes said would be about the same for either the 15- or 22-lot plan.
