DuPage County sheriff charges 11 men in alleged heroin ring

WHEATON — The DuPage County Sheriff's Office has arrested 11 men following an alleged two-month drug conspiracy investigation.

Miguel Fernandez, 23, of the 200 block of East Pomeroy Avenue in West Chicago, was charged Tuesday with unlawful criminal drug conspiracy, seven counts of unlawful delivery of a controlled substance, two counts of unlawful delivery of a controlled substance within 1,000 feet of school property and unlawful delivery of a controlled substance to a person under the age of 18, police said.

The investigation showed Fernandez allegedly delivered heroin to people throughout DuPage County. It is alleged Fernandez purchased heroin from the west side of Chicago and returned to DuPage County to distribute the drug to others, including a juvenile, for use and/or resale.

Ivan Espinal, 20, of the 1000 block of Blakely Street in West Chicago, was charged with unlawful criminal drug conspiracy and unlawful delivery of a controlled substance, and was arrested along with Fernandez, police said.

Six other men were taken into custody throughout West Chicago, Warrenville and Wheaton following the arrests of Fernandez and Espinal, according to authorities.

Fernando Lopez, 20, of the 200 block of Larsdotter Lane in Geneva, was charged with unlawful criminal drug conspiracy and unlawful delivery of a controlled substance.

Miguel Ramirez, 24, of the 30 West 000 block of Oakwood Court in Warrenville, was charged with unlawful criminal drug conspiracy and two counts of unlawful delivery of a controlled substance.

Pablo Ramirez, 19, of the 30 West 000 block of Oakwood Court in Warrenville, was charged with unlawful criminal drug conspiracy and two counts of unlawful delivery of a controlled substance.

Jesus Guerrero, 20, of the 800 block of Parkside in West Chicago, was charged with unlawful criminal drug conspiracy and unlawful delivery of a controlled substance.

Pierre Atkinson, 25, of the 4900 block of Polk Street in Chicago, and Billy Turnage, 27, of the 5000 block of Paulina Street in Chicago, were both charged with unlawful criminal drug conspiracy.

Investigations continued following these arrests, resulting in three additional arrests, according to authorities.

Manuel Gonzalez, 20, of the 700 block of Lincoln Avenue in West Chicago, was charged with unlawful possession of a controlled substance with the intent to deliver.

Jonathan Guerrero, 20, of the 1600 block of Brookdale Road in Naperville, was charged with unlawful possession of a controlled substance.

Oscar Vivaldo-Avila, 24, of the 29 West 500 block of Winchester Circle in Warrenville, was charged with unlawful possession of a controlled substance with intent to deliver.

Miguel Fernandez, Ivan Espinal, Fernando Lopez, Miguel Ramirez, Pablo Ramirez, Jesus Guerrero, Manuel Gonzalez and Oscar Vivaldo-Avila are currently in the DuPage County Jail with a $100,000 bond, a release states.

Pierre Atkinson and Billy Turnage are currently in the DuPage County Jail with a $300,000 bond.

Jonathan Guerrero posted 10 percent of his $60,000 bond.

Miguel Fernandez, Ivan Espinal, Pablo Ramirez, Miguel Ramirez, Jesus Guerrero, Oscar Vivaldo-Avila, Pierre Atkinson and Billy Turnage are all gang-affiliated, according to the DuPage County Sheriff's Office.

The investigation was conducted by the DuPage County Sheriff's Office's Tactical Narcotics Team and SR-22 Unit, the West Chicago and Woodridge police departments, and the U.S. Department of Homeland Security, according to the release.
